Boost / Penalty Groups
Create named groups that adjust requirements for sets of governors. Boost (+%) makes the requirement easier; Penalty (-%)makes it harder. Multiple groups stack — a governor in Rally/Garrison (+10%) and Fort penalty (-5%) ends up at net +5%. Fully customize names, amounts, and membership per group.
